Who will you entrust this procedure to?

Procedures for status of residence, permanent residence, and naturalization shape your future in Japan. That is exactly why I want to tell you openly what kind of person you would be entrusting them to.

Representative Administrative Scrivener Satoshi Nakayama

Three specialties, in one person.

My path is somewhat unusual for an administrative scrivener. Systems engineer, nurse, and administrative scrivener — the skills I built in three different fields all feed directly into immigration work.

Systems Engineer (Tokyo, approx. 9 years)

Organizing complex specifications, working without error, and finishing by the deadline. The ability to assemble vast documents and requirements precisely is, in itself, the craft of preparing applications.

Nurse (approx. 2 yrs assistant nurse · approx. 4 yrs registered nurse)

In surgery, ICU, and orthopedics, I conveyed difficult, technical content “in words the person could understand.” I also served as a medical interpreter for Chinese and American patients, including interpreting during operations — a setting where confidentiality and sincerity matter most.

Administrative Scrivener

Specializing in immigration procedures, I handle mainly the Application for Certificate of Eligibility, Change of Status of Residence, Extension of Period of Stay, Permission for Permanent Residence, and Naturalization.

Why international legal work

In my youth, I studied abroad at Northwest University in China. In a land where language and culture were different, I could not make sense of even a single government procedure, and there were nights when the anxiety nearly overwhelmed me. The anxiety of facing the wall of procedures in a foreign country is something I know firsthand.

Later, while interpreting for foreign patients as a nurse, I saw again and again how a person’s expression would soften the moment they felt that “there is one person who correctly understands my situation.” Status of residence, permanent residence, and naturalization are procedures that shape a person’s life, yet completing them perfectly on one’s own is rarely realistic — and that conviction led me to become an administrative scrivener.

An office that uses AI and IT with its own hands

Drawing on the IT knowledge from my systems-engineer years, I developed in-house an original LINE consultation system supporting around 100 languages. Rather than relying on outsourcing or an external development team, everything from design to operation is built in-house by my own hands — which lets me improve quickly in response to clients and provide multilingual support at low cost. Whatever your language, you can start a consultation in your own words. In meetings and when exchanging documents, we combine translation, interpreters and written correspondence, confirming each point as we go.

Turning a “small office” into a strength, supplemented by AI and IT. That is my approach.

Languages

  • Languages the representative speaks: Japanese (native), Chinese (Mandarin, business level — studied at Northwest University; medical interpreting experience)
  • Consultation languages: about 100 languages via LINE with translation. For meetings and documents, we combine translation, interpreters and written correspondence (if you need an interpreter for an important meeting, please ask us separately).
  • Document languages: Certificates in a foreign language (birth certificates, marriage certificates, notarial deeds, etc.) are submitted with a Japanese translation. We can prepare the translations of standard Chinese and English documents (fees depend on the plan); other languages are quoted separately (see the Fee Schedule).
