We are a Qualified Invoice Issuer and issue qualified invoices under Japan’s Invoice System.

Centralized Period-of-Stay Management and Building Compliance Systems
Missed renewals due to HR changes or staff turnover directly translate into illegal-employment risk. With our Period-of-Stay Management Service and Compliance Retainer Agreement, we also track the period of stay on our side and notify you around 3 months before expiry.
More details
The penalty for the Crime of Encouraging Illegal Employment will be raised from April 1, 2027. Under a Compliance Retainer Agreement, we support you with checking your foreign-employment notifications to Hello Work, status-of-residence compliance training, and building internal management systems. (Preparing and filing the notification on your behalf is the work of a Labor and Social Security Attorney, or sharoushi.)

Sound Familiar?
Employing foreign nationals raises distinct challenges at the pre-hire, post-hire, and ongoing-employment stages.
You have a foreign candidate to hire but cannot judge under which status of residence they can be employed
Period-of-stay management relies on one person, and you worry about missed renewals
You want to bring in talent under Specified Skilled Worker, but the sector-specific council enrollment is complex
You want to build internal systems against risks like the crime of encouraging illegal employment
You worry about handover gaps every time the HR contact changes
You want to centralize status-of-residence management across multiple sites and group companies

Food & Beverage Manufacturing

Construction
Specified Skilled Worker (Construction) requires JAC membership, registration on the Construction Career Up System, and approval of the Construction-Sector Specified Skilled Worker Acceptance Plan. We handle the procedures all in one package.
Nursing Care
We handle multiple statuses including Specified Skilled Worker (Care), the “Nursing Care” status of residence (Certified Care Worker), and EPA. We start from the facility-requirement check.
Accommodation
We support Specified Skilled Worker (Accommodation), including front desk, guest service, and restaurant service — comprehensive employment support for lodging facilities.
Food ServiceIssuance suspended
Because the number of Specified Skilled Worker (Type 1) residents in the Food Service sector is expected to exceed the acceptance cap, Certificates of Eligibility are not being issued for applications received on or after April 13, 2026, and applications received on or after that date to change from other statuses of residence are, in principle, denied (applications in connection with a job change, etc. by those already residing as Specified Skilled Worker (Type 1) in the Food Service sector, and extensions of period of stay, are examined as usual). We will explain the latest status at your consultation.
Manufacturing (Materials / Industrial Machinery / Electrical & Electronic)
We support the 3 Specified Skilled Worker manufacturing sectors (materials industry, industrial machinery manufacturing, electrical/electronic/information-related industry).
More details
We also help design structured employment plans combining Engineer/Specialist in Humanities/International Services with on-site workers.
Illegal-Employment Risk & Applicable Laws
Employing foreign nationals imposes strict compliance duties on the employer side as well.
Below are the key risks and penalties that “I didn’t know” cannot excuse.
Key risks and penalties (more details)
Restrictions on Document-Preparation Services (amendment in force January 1, 2026)
Up to 1 year’s imprisonment or a fine of up to ¥1 million
In addition to the person who commits the violation, the corporation to which that person belongs is also fined (dual liability provision)
Those who may, at the request of others and for remuneration, prepare documents to be submitted to government offices as a business are Administrative Scriveners and Administrative Scrivener Corporations (except where otherwise provided by other laws, etc.). The amendment in force on January 1, 2026 states expressly in the text of the law that this applies regardless of what the payment is called, such as a “handling fee” or a “consulting fee,” and introduces a dual liability provision under which the corporation to which the violator belongs is also fined (Arts. 19, 21-2 and 23-3). Under the text of the law, those subject to the penalties are the person who prepared the documents without qualification and the corporation to which that person belongs. This does not apply when a company’s own employees prepare the company’s own application documents.
The Administrative Scrivener Act is one of the laws covered by the Whistleblower Protection Act. An arrest on suspicion of violating the Administrative Scrivener Act by preparing documents without qualification has also been reported (October 2026; Shizuoka Prefecture; application documents for a special vehicle passage permit; conduct in 2024).
We can also advise on how to divide roles with Registered Support Organizations and Supervising Organizations.

Crime of Encouraging Illegal Employment
Up to 3 years’ imprisonment or a fine of up to ¥3 million, or both
This offense applies to the employer when a foreign national without proper status or beyond the scope of permitted work is employed. Not knowing the foreign national’s status of residence or permitted scope of work is no defense, unless the employer was not negligent. From April 1, 2027, the penalty will be raised to up to 5 years’ imprisonment or a fine of up to ¥5 million, or both.
Revocation of Status of Residence
Risk of the foreign national’s status being revoked
The foreign national’s status of residence may be revoked if, for example, they do not engage in the activities of their status for a continuous period of 3 months or more (in principle) without a justifiable reason, or obtained permission by deception or other wrongful means. In addition, holders of statuses such as Engineer/Specialist in Humanities/International Services, Specified Skilled Worker and Skilled Labor must themselves notify the Immigration Services Agency within 14 days when, for example, their contract with the employer ends or a new contract is concluded; failure to notify is subject to a fine (Immigration Control Act Arts. 19-16 and 71-5). Companies employing Specified Skilled Worker nationals must also notify the Immigration Services Agency themselves when, for example, the employment contract ends (Immigration Control Act Art. 19-18).
Duty to Notify the Hello Work Office
Fine of up to ¥300,000 (failure to notify)
Employers hiring or separating foreign nationals are required to notify Hello Work. Failure to notify is subject not only to fines but also to administrative guidance.
